
Peter C. Foy is the founder, president and chief executive officer of Peter C. Foy & Associates, a leading insurance brokerage and consulting firm in Woodland Hills, Calif. As an innovative entrepreneur, Peter has designed a benefits brokerage strategy unique in its commitment to be the most client-focused firm in the industry.
Before creating Peter C. Foy & Associates, Peter served as a vice president at Sedgwick James, the world’s third largest brokerage firm. While there, he developed an expertise in employee benefits and property and casualty insurance. In 1987, Peter left Sedgwick to create a firm committed to uncompromising personalized service, centered on the values of integrity, diligence and professionalism.
Today, Peter’s vision inspires the growth of his firm. Through his leadership, Peter has attracted an experienced team of ethical leaders who share his values and commitment to delivering integrated business solutions to organizations throughout the United States.
In 2007, Peter stepped into the public service arena to better address his community’s issues and concerns. In this regard, he also serves as Chairman of the Ventura County Board of Supervisors and is a Ventura County Supervisor of District 4. Unlike career politicians, Peter brings more than 30-years of corporate business experience and strategies to the government arena.
In addition to business and governmental leadership, Peter is also a charitable humanitarian. In 2001, he created the Peter C. Foy Foundation in an effort to meet the needs of children throughout the world. The inspiration behind the Foy Toy Drive, Peter hosts an annual holiday season campaign to collect and deliver toys to children throughout Southern California. Since 2001, his toy drive has distributed more than 50,000 toys to children in need.

With more than a decade of service in the insurance industry and at Peter C. Foy & Associates, John Masse currently serves as executive vice president, chief operating officer.
In this role he oversees a variety of departments at FOY including benefits, marketing, P&C, and workers’ compensation in order to ensure quality service to FOY clients. He is also responsible for the development of processes and procedures that effect FOY clients.
John began his management career at FOY in the marketing department where he continues to take a lead role in negotiating insurance packages and programs for FOY clients. Capitalizing on strong marketplace relationships, his expertise produces the best insurance programs in the industry for FOY clients.
Prior to FOY, John worked as a service manager for nearly 10 years at Bank of America in Los Angeles. He has also worked on the carrier side with United Healthcare as Director of Account Management.
John earned a bachelor of science degree in management from California State University, Northridge and is a licensed California State Life and Health Agent. He is an alumni member of the Golden Key Society—an academic honor society, as well as an alumni member of Beta Gamma Sigma—an international honor society recognizing business excellence.

As executive vice president of Peter C. Foy & Associates, Steve is responsible for implementing strategic objectives and business development.
He brings a wealth of knowledge and expertise to the multi-state organization finding solutions for clients attempting to integrate a benefit strategy that seeks to capture regional uniqueness while maintaining a national theme. This non-standard approach has created both financial and functional benefits for the clients served by the firm. Steve’s foresight also brought the first of many of the TPA services the firm now offers as well as employee retirement services under the umbrella of Foy's comprehensive list of integrated business solutions.
A veteran in the industry with more than 25 years experience as a licensed insurance professional and nearly 10 years in investment management, Steve has been with the company since 1988.
